there are three separate issues here
1. what is technicaly possible
2. how the ISPs advertse it
3. how much connectivity the ISP has

Until widley BT impliment Fibre to cab, distance from the exchange is always going to effect ADSL connections, that is a physics thing, the problem is that ISPs oversell the 8Mps feature

then of coutse youi may get a 8Meg connect to the exchange and the ISP can&#039;t maintain the throughput, (easy to fix, get a better ISP)

re. ‘universal service commitment’
two many assumptions are made about internet access, and broadband internet access to ‘universal service commitment’ will be of great benefit to society, but it kicks off a whole discssion about computers for deprived households, while prventing cyber criminals and the like abusing the system,</description>

		<description>A cop out, I agree. If they gave a crap, they&#039;d be pushing the ISPs to stop advertising all this &#039;up to Xmb&#039; and &#039;fair use policy&#039; crapola and provide us with what we really want: fat pipe, always on, get out of the way.</description>
